With the development of society, the importance of publishing is becoming more and more noticeable. For its development in the right direction, the Milli Majlis of the Republic of Azerbaijan adopted the draft law "On Publishing". The improvement of book publishing, in turn, will have an impact on the purposeful formation of library collections in the republic. There are about 3 million copies in the universal collections of the Central Scientific Library of the National Academy of Sciences of Azerbaijan. books in 50 languages of the peoples of the world are literature acquired on the basis of a mandatory copy, purchase, international book exchange and received as a gift. At present, the National Library of the Russian Academy of Sciences and its network of libraries hold more than 1 million foreign literature publications, mostly obtained through international book exchange (ICO).
