Educational work: experience, search, results
The success of the ongoing reform in the Armed Forces, along with other components, is inconceivable without active efforts to further improve the level of cultural and educational work in the army and navy. This is well understood by the leadership of the Ministry of Defense of the Russian Federation and the Presidential Council for Culture and Art, which has repeatedly stressed the importance of solving this problem in order to create a combat-ready, morale-boosting army.
In the units and formations of the Trans-Baikal Military District, there are examples of a creative approach to organizing cultural and educational work with soldiers and sergeants, officers, warrant officers, and their family members. And first of all, I would like to note how the case is handled in the Prague Red Banner Order of Suvorov, 2nd class of the Artillery Division, where Colonel Andrey Onufriychuk is the deputy commander for educational work.
Now it has become almost a rule to look not for the means to achieve the goal, but for the reasons that do not seem to allow you to achieve what you want. The gunners use a different setup: if we want to, we can certainly do it. At the same time, they are also looking for non-standard approaches. Thus, close contacts with the heads of local municipalities and creative teams of the Irkutsk region make it possible to organize a rather interesting cultural program. I recently visited a circus on tour-please, the servicemen were allocated 400 seats in the hall for free. The day of the city of Shelekhov was held in Irkutsk - soldiers and sergeants were not only spectators at the celebrations, but also participated in the cultural program, showing the best amateur performances at concert venues.
And when military personnel on weekends help veterans-elderly people with household chores, it is impossible to measure the nutritional effect in points. "These are our fathers and grandfathers, they fought in the war, served honestly, and there is nothing noble for us to help them." Then the veterans themselves come to the commanders, thank them and offer: "Take a free carton of milk for soldiers," says Colonel Andrey Onufriychuk.
In general, it has long been noticed that close contacts of army personnel with public organizations, local authorities, and enterprises significantly strengthen the prestige of military service. Especially now, when soldiers serve, as a rule, close to their homes. So, a significant part of the military personnel of the artillery division is called up from the Irkutsk region. It is clear with what genuine attention they listen, for example, to the speech of the vice-mayor of Shelekhov Yegor Nikolaevich Karpov with a story about the socio-economic situation in the region. Such meetings take place not only during holidays, but also during classes on public and state training. And for the traditional open day, not only future conscripts and their parents come to military units, but also many managers of industrial and agricultural enterprises, where the guys worked before being drafted into the army. Naturally, soldiers have a sense of pride in their service. They are trying to become better, not to let down the same director of the state farm where today's soldier used to work. This is how a single educational chain is formed. And its strength is all the stronger the more often such meetings occur.
The material support provided by far-sighted local leaders to military units will never be superfluous. Generally patronage ? this is not just an opportunity to improve the living conditions of military personnel. So, those 19 birthday cakes that were brought to the military unit by representatives of the committees of veterans and soldiers ' mothers of Irkutsk on May 9 are not just a treat for a not very rich soldier's table. In an organizational event ? a considerable educational charge, thanks to which soldiers feel the continuity of generations, their involvement in the heroic history, in the exploits of fellow soldiers-gunners, who on April 29, 1945, fired at the Imperial chancellery, destroying the last pockets of resistance of the Nazis, and then liberated Prague.
And here is another example - the mayor of the city of Shelekhov, Vladislav Viktorovich Pozdnyak, last year allocated 250 million rubles from the budget "on loan" to the artillery unit to repair boiler rooms, prepare them for winter, and replace outdated equipment. I told the commander: "When you get the money, then you will return it." And all winter the temperature in the barracks was at +22 degrees (not all residents of Transbaikalia had such heat in their apartments!). This fall, the region's enterprises also helped with materials and monetary "injections". With the skillful presentation of such facts (and the officers-educators under the leadership of Colonel Onufriychuk have learned to do this brilliantly), they give a good educational effect, stimulate a conscientious attitude to service. And the soldiers do not remain in debt. A few years ago, a large fire broke out at one of the largest enterprises in the region. And the first people who came to the rescue with their people and equipment were the military. Then it was possible to save huge material values.
Such interaction is much more effective than the empty repetition of the slogan "The people and the army are united", which has already lost its credibility from thoughtless replication. Business and result - that's what gunners focus on. The skilful presentation of the facts of real assistance, on the one hand, and real civilian control over the activities of army structures, on the other, is one of the foundations of thoughtful educational work, which is purposefully organized in the Prague Red Banner Order of Suvorov, 2nd degree artillery division.
It is impossible not to mention how skillfully the gunners use such an effective tool as creative contacts with the "fourth power" - the mass media, especially electronic ones-in the education of personnel. Film crews of city and regional television, commercial TV companies are frequent guests in the division. Truthful, without varnishing, but also without muddying videos about the progress of military reform, army everyday life and holidays create an attractive image of the Russian Army. They are watched with great interest by soldiers and officers. And they even rewrite it on their own videotapes. All this is very effective in raising the prestige of military service.
Yes, and district and city newspapers are willing to publish articles about the success of their fellow soldiers.
Of course, there are still unresolved problems in the organization of educational work in this artillery unit, and in other military units of the ZabVO. Difficulties are sometimes myriad. The main thing is that there are no funds, in particular for subscribing to a sufficient number of the same city, regional, and other youth newspapers. For example, technical equipment breaks down - televisions, video recorders, and radios. The collection of film databases and video libraries has not been updated for a long time, new books have not been received in libraries, and there are not enough modern textbooks on public and state training... One can only dream of computers on which, using special programs, it would be possible to conduct objective testing of military personnel.
But Trans-Baikal residents do not whine, do not try to justify the lack of funds. Search for and find reserves to improve the quality of work with personnel. What-that, and they do not take up perseverance and perseverance.
